Robert Howard – Director
Dr. Howard is a Washington-based consultant, serving both government and industry in program management and finance. He is president of Key Associates.
Dr. Howard served for many years on the staff of the White House Office of Management and Budget (OMB). In the first Bush Administration, he was the OMB’s associate director for national security and international affairs. Dr. Howard also served as visiting professor at the National Defense University, Washington, and as adjunct professor in the national security studies program at Georgetown University. He has served as a consultant for the Army Science Board and for the Defense Science Board.
Trained as a physicist, Dr. Howard was a post-doctoral fellow at Carnegie Mellon University and did research in materials science at the National Bureau of Standards (now the National Institute of Standards and Technology) and at the Atomic Energy Research Establishment, Harwell, England. In 1966, he was a Fulbright Fellow at the Indian Institute of Technology, New Delhi. In 1969, he was a Commerce Science Fellow at the Bureau of the Budget.
Dr. Howard received a bachelor’s degree with highest honors from Columbia University in 1953 and received a doctoral degree from Oxford University in 1957. In 1990, he was a recipient of the Presidential Distinguished Rank Award.
