Without discussing the details involved in determining the angle of rotation in this case, we will simply note that the graph of this ellipse is the following:

Note that the center of the ellipse happens to be (0,0) and the angle of rotation is

pi/6

In essence, this is simply the graph of the ellipse

(x^2)/4 + (y^2)/1 = 1 rotated by an angle of 30 degrees.
